Canada AAIP Rural Entrepreneur Stream is one of the most cost-effective Canadian PR pathways. Establish or purchase a business in a rural Alberta community, operate it for 12 months, then apply for permanent residency for your entire family.
As a provincial nominee program, legislation locks in a direct PR pathway once your EOI is selected—making this a secure, complete immigration route. High school + IELTS CLB 4 is enough to apply.
Three key indicators for the Alberta Rural Entrepreneur Stream.
As a provincial nominee program, legislation ensures a direct pathway to PR—once the EOI is selected, the immigration policy is locked in.
Valid for about 2 years: the main applicant receives a closed work permit, the spouse an open work permit, and children aged 5+ receive study permits.
Minimum investment of CAD $100,000 and hire at least one local full-time employee for 6 months, then apply for permanent residency.
Low barriers, clear criteria—high school diploma + IELTS CLB 4 is enough to apply.
Minimum net worth of CAD $300,000. All assets must be the candidate’s own personal holdings or those of a spouse or common-law partner.
Within the past 10 years: at least 3 years as an active business owner/manager, or at least 4 years as a senior manager. Department managers overseeing 4–5 staff need only a work reference letter (no personal tax or social security records required).
Completed a minimum of high school equivalent to the Canadian standard, including vocational secondary school.
Minimum CLB 4 in each English skill—IELTS Listening 4.5, Reading 3.5, Writing 4.0, Speaking 4.0. CELPIP, PTE, and French TCF/TEF at equivalent levels are also accepted.
Minimum investment of CAD $100,000 from the candidate’s (and/or spouse/common-law partner) equity. Minimum 51% ownership for a new business (partners must be Canadian citizens or PRs) or 100% ownership for business succession. New businesses must create at least one full-time job for a Canadian citizen or PR for at least 6 months (relatives excluded).
Four stages from EOI to work-permit approval (*Indicative only; subject to your case).
Arrange a business exploratory visit and community interview (except where online exploration / interview is available), submit the visit report and business-plan summary, obtain a community support letter, secure language scores, and file the EOI.
Wait for and receive an Invitation to Submit an Application (ISA) from the province.
Prepare and submit the full application package and third-party assessments, then receive a nomination / pre-approval letter.
File the work-permit application and complete visa stamping.
Currently among Canada’s most accessible immigration pathways.
High school diploma and IELTS CLB 4 are enough to qualify. Since April 2023, the minimum investment was cut by 50%—from CAD $200,000 down to CAD $100,000—making this the lowest investment threshold among Canadian entrepreneur streams.
While the stream uses a points-based system, Alberta is still in an early implementation stage with relatively low applicant volumes. Candidates who meet the minimum requirements can receive an Invitation to Apply after submitting an EOI—locking in the immigration policy at selection.
Unlike many other provincial entrepreneur programs that require an in-person exploratory visit, we can arrange online business reconnaissance with high-demand Alberta communities—so you can start without traveling to Canada first and shorten the overall timeline.
